The Individuals with Disabilities Education Act
The Individuals with Disabilities Education Act (IDEA) is a law that makes available a free appropriate public education to eligible children with disabilities throughout the nation and ensures special education and related services to those children. On November 29, 1975, President Gerald Ford signed the Education for All Handicapped Children Act (Public Law 94-142), which is now known as IDEA. By adopting this landmark civil rights measure, Congress opened the doors of public schools to millions of children with disabilities and laid the foundation for the nation’s commitment to providing opportunities for these children to develop their talents, share their abilities, and contribute to their communities.
The IDEA governs how states and public agencies provide early intervention, special education, and related services to more than 8 million (as of school year 2022-23) eligible infants, toddlers, children, and youth with disabilities. Infants and toddlers, birth through age 2, with disabilities and their families receive early intervention services under IDEA Part C. Children and youth ages 3 through 21 receive special education and related services under IDEA Part B.
